Hong Kong customs must address the risks of money laundering posed by over-the-counter (OTC) cryptocurrency shops after the JPEX virtual asset platform scandal, said Louise Ho Pui-shan, commissioner of customs and excise. The commissioner noted that the shops, unlike their regular counterparts, aren’t subject to any licensing or regulatory regime, leading to gaps in regulation. Despite being involved in reviewing governance options for the shops with other authorities and “relevant regulatory agencies,” Ho stopped short of committing to having her department take a leading role in regulating them.
